A Tax Invoice is the official billing document that VAT-registered businesses in Sri Lanka must issue under the Value Added Tax Act No. 14 of 2002 (as amended). It is more than a bill — it is the legal document your business customers need to claim input VAT credit on their own VAT returns filed with the Inland Revenue Department (IRD).

The standard rate is 18% (effective 1 January 2024), raised from the previous 15%. Exports are zero-rated — a Tax Invoice is still required showing 0% VAT so the exporter can reclaim input credit. Certain supplies (e.g. selected financial services, healthcare, and educational services) are exempt and fall outside the VAT net entirely. Any business whose taxable turnover exceeds LKR 60 million per annum (as most recently revised by the IRD) is legally required to register for VAT and obtain a Taxpayer Identification Number (TIN).
